Fuel poor households in England 2003-2011
In July 2013, the United Kingdom government announced a new measure of fuel poverty; the Low Income High Costs (LIHC) definition. This changed the number of households classified as 'fuel poor' when compared to the previous '10 per cent' definition. For the latest official figures for England from 2011, this change meant a reduction of 812,000 households from the fuel poor classification. The new LIHC definition is to be used in all future statistics for fuel poverty. For more information about the two definitions, please see below.
